Foreign Office, March 8, 1911. THIS letter will be presented to your Excellency by Lord ffrench, the agent of Messrs. Pauling in China, who, as you are aware from my despatch No. 21 of the 19th January last, intended to visit the United States in connection with the Chinchow- Aigun Railway scheme and then to proceed to St. Petersburgh.
Lord ffrench has now returned from Washington, where I understand he was well received by Mr. Taft and Mr. Knox, who approved of his proposal to endeavour to ascertain the views of the Russian Government in regard to the project or to some other alternative line.
I shall be glad if your Excellency will place Lord ffrench into communication with the competent Russian Ministries, viz., Foreign Affairs, Commerce, and Finance, and suggest that the authorities concerned should be invited to give him a benevolent hearing.
